If you go that route, Woohooer will read the SP options and should not allow these things to happen. To lock this down more, Woohooer and its Link to Story Progression (under Woohooer > General) is required.
It does not govern what sims do on their own. The SP Flirt Affair chances you see in SP under Town (Caste, Household, Sim) Options with the SP Relationship add-on module present dictate what SP is allowed to do with these sims.
